Remember Federal Agencies are created by Congress and it delegates authority to the agency. Most investigative and adjudicatory powers are in the APA. ME

Answer: Comment Period- the agency must allow a certain amount of time for people to comment of the proposed rule. Its purpose is to to allow people who are interested in the new rule the opportunity to express their views and feelings and may have an effect on the agencies decisions.
